the Gimp for Windows

the Gimp is an open source replacement for Photoshop and similar photo editting programs. While it lacks some of the higher end features of Photoshop I haven't noticed any issues with the stuff that I do. I highly recommend you try it.

Serveral people have had problems finding a free download for the Gimp 2.0 binaries. I've included the link I use below.

You'll need to download the GTK+ 2 for Windows installer AND
The Gimp for Windows installer. Be sure you install the GTK+ 2 portion first as the Gimp needs those files, then install the Gimp.
